I've tried a few "solutions" already - (1) connecting to different USB ports; (2) turning off USB Selective Suspend; and (3) Disabling "allow the computer to turn off this device to save power" I tried "Disabling USB Legacy Support in Bios" but when I clicked on the hard drive in Device Manager, there was no "Policy" tab in which to do this.
I first noticed my keyboard was disconnecting then reconnecting (sometime immediately, sometimes after a few seconds) last night, but now I have notice that my mouse does the same thing. I have tried using every usb port on my mobo, but the issue persists. Everything worked fine until last night.
If a touch the USB Drive, it disconnects and if I touch it again, it'll reconnect. This is not a Windows or OS issue, is a port/connector issue. I think some of the peripheral cables have a somewhat smaller or thinner enclosure that does not allow the connection to be firm.

A brand new iPhone 14 Pro, continuously updated to the latest iOS, keeps disconnecting and reconnecting when using a third-party USB-A cable + official Apple charger. Chargers are both 5V and 12W and work for all other iPhones and iPads we have in the household (iPhone 6s, iPhone 13 Pro, iPad 8, etc).
Usb ports keep disconnecting and connecting.
